Reduce Your Carbon Footprint

It is estimated that around 35% of the overall heat lost from properties in the UK dissipates through un-insulated external walls. This worrying statistic contributes to increased rates of CO2 emissions and far greater levels of domestic fuel consumption. To enable the Government to meet their commitment of reducing national greenhouse gas emissions by 80% by 2050, this problem has to be addressed.

The UK is committed to reducing its greenhouse gas emissions by at least 34% by 2020 and 80% by 2050, relative to 1990 levels. Due to approximately 14 million homes being inadequately insulated it is estimated that 25% of the UK’s total carbon emissions are currently generated from domestic households. Aligned with their commitment to greatly reducing the national level of carbon emission output, the UK Government have introduced a number of key measures to ensure that they are successful in achieving their goals.

+How External Wall Insulation (EWI) can help?

External Wall Insulation (EWI) is an extremely effective method of insulating properties constructed from solid walls, or those with cavities that are categorised as ‘hard to treat’. EWI comprises a continuous layer of insulation that is fixed adhesively and/or mechanically to the outside of a building. The insulation is then coated with a decorative weatherproof render which can be finished in a wide array of textures and colours allowing you freedom to improve the appearance of your building to your own taste. EWI offers several key benefits:

  • Allows savings of up to £475 a year on a property’s energy bills due to high levels of thermal efficiency
  • Provides homeowners and social landlords total design freedom as systems are available in a wide range of attractive finishes and textures
  • Building fabric can be protected against the effects of the weather, therefore extending the buildings lifespan
  • There is very little disruption to households as installation works are undertaken externally
  • Problems associated with internal insulation such as insulating around or behind internal fittings, electrical sockets, kitchen and bathroom fittings are eradicated

The Energy Company Obligation (ECO) replaced the previous Carbon Emissions Reduction Target (CERT) and Community Energy Savings Programme (CESP) and is targeted beyond 2020. ECO is designed to provide funding for the fuel poor and hard to treat properties that may require more expensive measures such as external wall insulation. ECO is a legal obligation placed upon the larger energy companies to fund improvements to the properties of eligible households via grants.The Chancellor announced in the 2015 UK Autumn statement that the current ECO scheme is to be replaced from 2017 with a cheaper £640 million per year scheme, saving an average of £30 from 24 million households across the UK.

ECO funding will be split into 3 different sections:

  • Carbon Emissions Reduction Obligation (CERO) – for hard to treat properties.
  • Home Heating Cost Reduction Obligation (HHCRO) – for the poorest and most vulnerable.
  • Carbon Savings Community Obligation (CSCO) – for low income communities.

 

Carbon Emissions Reduction Obligation (CERO)

CERO is aimed at those living in ‘hard to treat’ properties, such as homes constructed from solid wall or with narrow cavities. These types of properties are being targeted, as more cost effective measures such as cavity wall insulation cannot be installed to insulate the walls.

 

Home Heating Cost Reduction Obligation (HHCRO)

The Home Heating Reduction Obligation is aimed at low income and vulnerable households. HHCRO is measured on the reduction in notional bill savings and is aimed at those on qualifying benefits to have heating and insulation measures. Any measure is allowed so long as it reduces the property's heating cost (incl. boiler repairs). A qualifying benefit or tax credit is needed to be eligible for HHCRO funding such as:

  • State pension credit
  • Income related employment support
  • Working tax credit
  • Child Tax credit

 

The Carbon Savings Community Obligation (CSCO)

CSCO replaces the outgoing CESP funding and is aimed at those on benefits in rural areas with populations of less than 10,000 inhabitants. There are a large range of measures available under CSCO such as loft insulation, external wall insulation, cavity wall insulation and glazing. A qualifying benefit or tax credit is needed to be eligible for CSCO funding such as:

  • State pension credit
  • Income related employment support
  • Working tax credit
  • Child Tax credit

Following the termination of both the Green Deal scheme in England and Wales, the UK Government are currently reviewing future strategy to encourage homeowners, landlords and commercial building owners with incentives/funding to improve the thermal efficiency of their buildings. Scottish Government Initiatives

HEEPS Home Energy Efficiency Programmes–Scotland

This funding goes to councils to develop and deliver fuel poverty programmes (mainly solid wall insulation) in areas with high levels of fuel poverty. The area-based schemes are designed and delivered by councils, with local delivery partners. They target fuel-poor areas, to provide energy efficiency measures to a large number of Scottish homes, while delivering emission savings and helping reduce fuel poverty.

HEEPS: Warmer Homes Scotland

This national scheme opened to applications on September 2015 and is worth at least £16 million per year for up to seven years. It is available to vulnerable private sector households (tenants or owner-occupiers).

Warmer Homes Scotland offers fabric measures, such as insulation, as well as heating measures to improve the energy efficiency of the Scottish housing stock and to sustainably reduce fuel bills. It also includes microgeneration measures to offer a wider range of heating options to off-gas households.

The scheme is available across Scotland but being delivered on a regional basis (including a separate Islands region) by Warmworks Scotland. This ensures that households, including those living in more remote parts of the country, get the same level of service regardless of their location.

HEEPS: Loans

The HEEPS: Loans scheme provides interest-free, unsecured loans of up to £15,000 for the installation of a variety of measures such as solid wall insulation, double glazing or a new boiler.

It is open to owner occupiers and registered private sector landlords in Scotland, and the repayment period varies based on the amount borrowed. Those taking out higher-value loans will be able to pay them back over 10 years

SEEPS:

SEEPS: Is a 20 year programme the father of the HEEPS Scheme, launched in 2016 the first pilots are worth £14m. 11 Councils have been chosen to deliver the programme and the scheme will include domestic and non-domestic properties throughout Scotland, however the mechanics are still to be agreed by government.

+Commercial and Public Buildings

In addition to domestic properties, public sector and commercial buildings with high rates of energy consumption will enjoy the benefits associated from the application of exterior wall insulation (EWI). EWI will assist councils, higher education establishments and commercial businesses to achieve their carbon management goals and lower their energy consumption levels whilst greatly limiting serious decay from occurring in the fabric of their buildings.

+Quality Standards

Bonfield Review Every Home Matters

An independent review of consumer advice, protection, standards and enforcement for energy efficiency. The report was commissioned in July 2015 following a number of cases where consumers were dissatisfied with the energy efficiency improvement to the property. The final report is expected to be sent to the Secretary of State and published in January 2017. Dryvit will update following the issue of the document.

PAS2030

The new PAS 2030 is scheduled to be released in January 2017 and is expected to be far more robust than the current issue and include:

  • New requirements for pre installation assessments
  • New requirements for system design
  • The addition of specifications and standards for the installation of insulation measures in the measure specific annexes

Dryvit's Drysulation external wall insulation (EWI) system was installed on this Green Deal refurbishment project. 100mm of high performance Low Lambda Dryvit LL expanded polystyrene (EPS) insulation was adhesively and mechanically fixed to the substrate to upgrade the energy performance of the existing structure.

The refurbishment of the 11 storey Bertha James Court building involved over cladding the existing brick façade with Dryvit Outsulation external wall insulation (EWI). The cladding system’s very high insulating properties improved the overall energy performance of the building by exceeding minimum U-value requirements.
